BECOMING FAMILY

In All Static & Noise we learn from Kalbinur about the “Becoming Family” fanghuiju (访惠聚) program. Since 2013, police officers, local Party and government officials have been deployed to ethnic minorities homes to “safeguard social stability.” In 2016, the “Becoming Family” campaign became a continuation of this effort. Convincing evidence we found to confirm the authenticity of these disclosures was shared with us by Dr. Timothy Grose and the Xinjiang Documention Project at the University of British Columbia where Dr. Grose published several Cadre handbooks used in the implementation and reporting on the Becoming Family program. This archive of government documents provides detailed reports from Han workers sent into Uyghur homes.
